A problem of English education in Japan?

One day, I thought “Why my English written ability is so low?”, so I looked back on English education I had received in the past.

There was no curriculum “Talk to each other as you like.” in my English education. That may be the cause.
Why does Japan hardly have it?

「なぜ俺の英文作成力は、こんなに低いんだろう。。。」
と思い、過去に受けた英語教育を振り返ってみると、
「何でもいいから、好きに英語で会話してください。」
という事は、ほぼやってないのが原因かもしんない。

結構重要な事だと思うのに、学習カリキュラムには全然含まれてないのは何でだ。
